The sculpture is a relief depicting a winged figure blowing a trumpet and holding a draped piece of cloth. The figure stands with one leg raised, her foot resting on the head of a creature in the waves below. This creature has a human-like head with long flowing hair. The entire piece is cast in a bronze or similarly colored metal, giving it a rich, golden hue. The rectangular plaque is relatively flat, allowing the detailed elements of the figure and water motif to be prominently displayed when viewed from above or at eye level. The top of the plaque has two round holes.
