The painting depicts a busy harbor scene with ships and masts rising into the blue-gray sky. The brushstrokes are loose and impressionistic, in shades of soft grey, brown, and blue, with some pops of red and yellow from indistinct objects. In the distance, more tall masts and a thick smokestack obscure the horizon.
