The image is a colorful illustration depicting a large assembly of formally dressed men. The scene is divided into three panels. The main room shown has beige walls, a high ceiling with a large chandelier, and two levels. The lower level has a semicircular area with a red carpet featuring a floral pattern. There are several rows of desks with green tops and brown bases, each with a man seated at it; most are formally dressed in black suits and white shirts. Some men have papers in front of them on the desks. On the right side, there is a raised platform with a red curtain behind it and several men standing or sitting. The upper level has a balcony with a railing and columns; it is filled with more formally dressed men. There are pillars with ornate capitals throughout the room. The illustration style is traditional Japanese.
